analysis of impeachment articles I and III using the common space coordinates

Below are the Common Space 1st dimension NOMINATE scores for the members of the 105th House and Senate along with how the members voted on Articles I (Perjury Before the Grand Jury) and III (Obstruction of Justice). These scores place the members of the House and Senate in a common space so that cross-chamber comparisons can be performed. A legislator's entire voting history in both Chambers is used to estimate the scores. Members that switched parties -- e.g., Campbell of Colorado -- are treated as two different individuals. Members are assumed to maintain the same position over their careers so that only one score is computed for each unique legislator (except for party switchers). (For details of how these scores are estimated, see"Estimating a Basic Space From a Set of Issue Scales," (American Journal of Political Science, 42 (July 1998), pp. 954-993). Note that all House members voting on the two articles are shown below because the vote occurred during the 105th Congress. Only 96 of the 100 Senators are shown because there were 8 newly elected members to the 106th Senate (see separate Senate analysis further down this page) 4 of whom served in the House in earlier Congresses. Newly elected Senators Edwards (D-NC), Bayh (D-IN), Voinovich (D-OH), and Fitzgerald (R-IL) do not have Common Space coordinates and are not shown.

Article I, Perjury Before the Grand Jury

House: 228 - 206 with 6 Spatial Errors (428 of 434 correctly classified) with the cutpoint between Condit (D-CA) and Gilman (R-NY).
Senate: 45 - 55 with 4 Spatial Errors (92 of 96 correctly classified) with the cutpoint between Stevens (R-AK) and Campbell (R-CO). If the House cutpoint is used to forecast the Senate vote, then there would be 3 additional errors -- Collins (R-ME), Snowe (R-ME), and Stevens (R-AK).

Article III, Obstruction of Justice

House: 221 - 212 with 13 Spatial Errors (420 of 433 correctly classified) with the same cutpoint as Article I -- between Condit (D-CA) and Gilman (R-NY).
Senate: 50 - 50 with 0 Spatial Errors (96 of 96 correctly classified) with the cutpoint Snowe (R-ME) and Stevens (R-AK). If the House cutpoint is used to forecast the Senate vote, then there would be 2 additional errors -- Collins (R-ME) and Snowe (R-ME).

These results are consistent with the observation by news organizations that testimony and arguments made during the Senate Trial weakened the Perjury charge but strengthened the Obstruction charge. Voting in the House on the Obstruction Charge was noisier and closer. Just the opposite was true in the Senate. In any event, there was very little change in terms of the ideological mapping of the two articles between the two Chambers. In addition, this also shows the stability of ideology over time. The common space coordinates -- despite the stringent assumption of ideological stability over an entire career-- classify almost as well as the 105th House scores and/or the 105th Senate scores (see below).

Impeachment Votes in the Senate
Updated 12 February 1999 (10:40AM EST)

I have added the vote intentions of those Senators who announced their positions on Thursday. Snowe and Collins -- the two Senators to the immediate right of Chafee -- both announced that they were voting No on both Articles of Impeachment. If the 8 new Senators split along party lines, then the most that the Obstruction Article can receive is 50 votes for conviction. The most the Perjury Article can receive is 47 votes for conviction.

The new table contains all vote intentions according to Thursday's New York Times. (They are in the last two columns.) I was glad to find that the three Republicans who announced they would vote against conviction on both articles were the three most liberal Republicans in terms of the NOMINATE scores calculated from their 1997-98 votes.


The easy predictions:

  1. Chafee and everyone to his left votes not to convict on both counts.
  2. Lugar and everyone to his right votes to convict on both counts.

    The hard predictions:

  3. On perjury, it looks like there will be at most 50 and at least 42 votes to convict. I'll split the difference and predict 46 votes to convict.
  4. On obstruction, it looks like there will be at most 52 and at least 49 votes to convict. I'll bet on a 50-50 split.

Today's homework. All of the 13 announcers are among the 92 returning senators. None of the 8 freshmen have announced. (Or maybe they have and the Times doesn't care.) Is this statistically significant? What does it mean?

On yesterday's (9 February 1999) vote to make the final deliberation public, the cutpoint falls between Dewine and Cochran. The vote was 59-41 (failed to get 2/3). There were 8 classification errors. The 21 Republican senators to the right of Kay Bailey Hutchison all voted against opening the final deliberations. The 43 senators to the left of Chafee all voted to open the debate. As is typically the case, the classification errors are found in the 33 senators in the "middle" (21+43+38=92 returnees).

The saga continues.

Here's the analysis of the last five votes in the Senate. I've used the Poole-Rosenthal ideological scores estimated from the 105th Congress. There were 92 returnees of the 100 senators.

R. W. Apple of the NY Times told you (Friday, p.1):
"Nor was there clearly any discernible ideologial pattern." As usual, don't believe what you read in the papers.

The first vote in the table below was to take live testimony from Monica Lewinsky. If we put a cutpoint (see the *) between senators Gorton and DeWine, we have 16 classification errors on a 30-70 vote. Noisy, but notice, that with the except of Arlen Specter, the 10 most liberal Republicans all voted with the Democrats.

The second vote was to allow the managers to use only written transcriptions. Here the cutpoint is between Dodd and Cleland. There are now only 11 classification errors on a 27-73 vote. Paul Wellstone is a serious outlier. On the other hand, there were no errors among the 39 Republicans to the right of Campbell.

The third vote was to allow videotapes to be shown. The vote was 62-38. There is no single best cutpoint. Several lead to 8 classification errors. One solution is between Reid and Moyinhan. The two Republicans who voted with the Democrats were among the four most liberal members of the party.

The last two votes were party-line votes. The fourth vote was a rehash of the vote to proceed to closing arguments that I looked at in my last e-mail. Again, Feingold was the defecting culprit, out of character since he was the 13th most liberal Democrat. But on the last vote, the Republican defector, Jeffords, is the second most liberal member of the Republican party.

All in all, the amount of error in these votes is pretty typical of congressional roll calls. The votes are not very different than the ones that the ADA and other interest groups use to construct their ratings.

Impeachment Votes in the House: 19 December 1998

Below are the NOMINATE 1st dimension scores for the members
of the 105th House along with how they voted on the four
articles of Impeachment of President Clinton.  The NOMINATE coordinates
by themselves do a good job in classifying the votes.  

For Article I, Perjury Before the Grand Jury, placing a cutpoint 
between Morella and Stenhom correctly classifies 427 of 434 votes (98.4%).

are mostly Republicans and are scattered widely from Center-Right to Right.

Note the party unity amongst the Democrats.  Every Democrat except Hall, 
Goode, Taylor, Stenholm, and McHale voted Nay on every Article
(Miller was unable to attend and Allen had to leave after voting on 
Article II).  In spatial terms, with the exception of McHale, every 
Democrat from the Center of the space to the Far Left voted Nay on every
Article.  That is party unity!
